Kilkenny County Council Offices

The proposal constructs itself around two organising elements a series of three interlocking battered limestone walls and a plinth. The walls are a continuation of the old stone walls of the castle grounds that demarcate the city’s intersection with the river edge. The plinth strikes a raised horizontal datum contiguous with the level of the adjacent street and above the surrounding ground to hold a public concourse with a commercial edge formed by developing the vacant lotts at the back of the buildings facing onto Kierans street. The Civic offices are housed in a long glazed pavilion that intersects with the plinth such that the glazed public floor addresses and links directly to the external concourse level, overlooking the river, while the private office accommodation and meeting areas are accommodated below.
