The project is located on the site of the existing county council offices on the edge of the town of Monaghan. A major part of the existing council building is to be demolished, with the retained part extensively refurbished and extended to provide a modern office building, council chamber and public concourse for the carrying out of the functions of the Local Authority.

The existing courtyard building is extended by the provision of a new two storey wing to the east of the site running parallel to the boundary stream and returning to enclose an external plaza at the rear of the building. This plaza is a continuation of the internal ground floor public concourse and south-facing plaza made to the main road and ensures the unimpeded movement of members of the public from the rear car park to the department counters housed on both levels in the building. The council chamber sits over the main entrance foyer and addresses the public space outside. The upper floors of the building are roof lit through a series of up-stand roof lights.

Externally the new building has a glazed façade with a chequer board, timber louvered screen in front to create varying conditions of privacy and shade. The public concourse and the council chamber are clad in a local sandstone to distinguish them from the remainder of the building.
